It means one office, not two. In a town, a septic project can involve both a municipal department and a county health department, each with their own submittals. Out here there is no town government layer at all, so the county health department issues the permit, inspects the work, and holds the record.

That simplifies things more than people expect. One set of requirements, one inspector, one file. What it takes away is convenience: there is no local counter to walk into with a question, so knowing which department to call is on you.

Whichever county your parcel is recorded in. The boundary through this area does not follow anything you can see from the road, and a mailing address will not settle it. The deed, the tax bill, or the assessor's parcel record will.

Age and documentation. Many of these acreage lots were developed in earlier waves, and the systems installed then were built to the standards of their day. Some have been maintained faithfully. Others have been pumped when they backed up and ignored the rest of the time.

The practical result is that we open a lot of tanks out here without knowing in advance what we will find. Deteriorated baffles, missing effluent filters, and lids buried under years of grading are all routine discoveries rather than surprises.

They are common on this ground, and they often sit over smaller tanks than a stick built house of the same occupancy would have. A smaller tank fills faster, gives solids less settling time, and sends more of them toward the field if the interval is stretched.
